The Commissioning Process begins at the start of a project. Before design begins, the owner must document the Owner’s Project Requirements (OPR) to guide the entire project. This OPR includes the project design intent, the document requirements, testing and training requirements, and many other items necessary to facilitate a successful project. Additionally, in this phase the initial commissioning plan, training requirements and systems manuals outlines are developed.
The commissioning authority participates in and often leads the Owner’s Project Requirements development and is responsible for assisting the following phases of design, construction, and testing in meeting the OPR. From these requirements, the design team develops the Basis of Design (BOD) that outlines their plan to design the project according to the OPR. After owner approval of the BOD during the design process, the commissioning authority assists with input on testing procedures and other commissioning requirements for the design package.
The commissioning authority also conducts several design reviews to determine the level of design team quality control and conformance to the OPR. Of particular importance in this process is the development and review of the control system design. A correct, functional, and coordinated control system in the design stage greatly facilitates the bidding, construction and functional testing of the project. These design phase reviews can range from coordination checking between trades to expert review of the systems. This session will review these design phase areas and then seek discussion and experiences from the attendees.
